Street gangs target of bills
Senate Republicans want crackdown on 'domestic terrorism.'

A package of more than a dozen bills to combat California street gangs was introduced Wednesday by Republican lawmakers.

"This is just getting out of control," said Sen. Tom Harman, R-Huntington Beach. "This is nothing short of domestic terrorism ... and it simply needs to stop."

Sen. George Runner, R-Lancaster, said he hopes to win bipartisan support even though the package has not yet been supported by Democratic leadership. Many members of both parties support cracking down on street gangs, he said.

The bill package would, among other things:

• Require offenders who commit gang-related crimes to wear electronic-monitoring equipment during parole and probation.

• Require gang offenders to register with local law enforcement both annually and when they relocate.

• Allow assets of known gang members to be frozen by law enforcement.

• Stiffen penalties for adults who commit felony crimes with a juvenile accomplice.

• Create a 1,000-foot "gang-free zone" around parks, allowing penalty enhancements for gang-related crimes committed there.

• Allocate more money for gang suppression and intervention programs, including multiagency policing.

Runner said the legislative package would cost "tens of millions" if signed into law without amendments.

Runner said prison overcrowding should not deter efforts to crack down on street gangs. California should build more prisons, not go easy on criminals, he said.

"It's never wrong to talk about putting bad people away for longer periods of time in order to keep our people safe in California," he said.

You know how this'll go. All these enhancements will just be added on to every Mexican and black person who commits a crime. Regardless if he's a gang member or not.

Its the same with the 3 strikes law. From what i know it was created first for repeated sex offenders and child molestors. Then they added it on other criminals.

Enhancements are more tricky though. Like it can drastically affect the sentence lets say if you fire a gun from inside a car compared to if you step out of the car and then fire. Lots of little catches when dealing with enhancements.
